Demobilisation of Ex-RDF Military Personnel: The demobilisation process comprises several steps. The following steps are envisaged (not necessarily in sequence): Provision of essential items: Upon arrival in the demobilisation centres, ex-combatants are provided with basic goods (soap, blanket, sleeping mat, etc.) for their short stay in the centre.Identification: The eligibility of each arriving candidate is verified. The identity of RDF ex-combatants is determined using their military ID card/or discharge certificate/letter. The possessed ID card number is compared with a list of soldiers to be demobilised provided by the MoD. Socio-economic profile: The information contained in the socio-economic profile include demographic characteristics (age, sex, marital status, number of children etc), wealth, education level, health status, needs and aspirations. All data is integrated in the MIS of the program. It is captured using a standard form for this purpose. Demobilisation ID cards and Certificates: To ensure security, the ID cards are individually numbered, signed, stamped, laminated, and contain a photograph. The provision of a demobilisation ID card and discharge certificate to an ex-combatant symbolises the termination of his/her military service. Pre-demobilization Orientation Program (PDOP): The PDOP counselling is conducted in the DC that provide ex- combatants with critical information about program benefits, implementation arrangements (including opening a bank account through which they will receive their payments), socio-economic opportunities in their communities of return, civic rights/duties, national programs, sensitisation on HIV/AIDS and provision of voluntary counselling and testing services by contracted specialised agencies/NGOs. Medical Screening: The Medical Rehabilitation Unit of the RDRP supported by hired medical personnel screen the ex-combatants in the demobilisation centres to identify serious diseases or impairments that may affect their ability for economic and social reintegration. Discharge ceremony: On discharge day important Government personalities, Program partners, and members of the diplomatic corps are invited to attend the discharge ceremonies. Travel to the Community of Settlement: As part of the Basic Needs Kit, the TS provides transport allowances in cash to enable ex-combatants to travel from the demobilisation centres to their chosen areas of return. Ex-combatants are encouraged to report to their respective local authorities within fifteen days of their departure from demobilisation centre.Demobilisation of members of Armed Groups The identification of members of the armed groups by RDRC is based on the eligibility criteria mentioned in the official national gazette.Members of ex-armed groups are screened upon arrival at the DC, dependents/civilians are taken to UNHCR transit centres for repartriation to communities of return.
